ሕገ መንግሥት
ሕገ መንግሥት ከሌላ ህግጋት ሁሉ የበላይ ሆኖ አንድን አገር የሚያስተዳድር ህግ ነው። ህገ መንግስት የአንድ ሀገር የበላይ ህግ እንደመሆኑ መጠን የመንግሥት መተዳደሪያ ደንብ ነው ማለት ይቻላል።
