  1. it was first published outside the United States (and not published in the U.S. within 30 days),

This photograph of Mokshan poet M. Bezborodov (1907—1935) was taken by an anonymous photographer in 1935 or earlier, since it was published in the book "Михаил Безбородов. Сочиненият. Васенце томсь." (of the 1939 year) and its creator was not signed. According to Russian Federation laws which were enacted on the URAA date the copyright expiration term for anonymous works was 50 years, and 50-year term — from publication date — definitely expired before the URAA date of 1/1/1996.
